Overview :

The UNODC Global Afghan Opiate Trade Project (AOTP) aims at addressing the need for systematic, comprehensive and consolidated analytical information about the trends in global illicit trade in Afghan opiates to assist the international response in line with the 2009 Political Declaration and the Third Ministerial Conference of the Paris Pact Partners (2012). The GLO/V20 project has two primary objectives: (1) monitoring and analysis of the illicit trade in Afghan opiates - to assess the nature and trends of Afghan opiate trafficking and analyse its impact; (2) capacity building in research and monitoring of Afghan opiates -- to enhance the capacity of local governments to collect data/information and implement research activities in order to monitor and report on the trafficking of Afghan opiates.

This consultancy is part of the UNODC AOTP, based in Vienna in the Drug Research Section (DRS) in UNODC Headquarters (HQ). It is located in the Research and Analysis section (R&A) of the UNODC Regional Office for West and Central Africa (ROSEN), in Dakar, Senegal. ROSEN’s R&A section has been developed as a strategic tool to better understand organized crime and drug problems in West and Central Africa, and raise awareness in the region and with the donor community about new trends.

The consultant is part of the UNODC AOTP, in UNODC DRS, and under overall supervision of the Chief of DRS, reports to the project manager of AOTP. Staff management and supervision in the field is implemented by the UNODC Regional Representative in Dakar, Senegal. The consultant is expected to work very closely with other staff, National Research Officers and international consultants of AOTP and DRS, the R&A team and other staff in ROSEN and the Research Liaison Officers of the Paris Pact Initiative (PPI).
